How to create a custom email to send to a customer user group upon transition

I have read several of the posts on how to do an email event on a transition but none of them seem informative enough or close enough to what I am trying to do to.

I have a custom user picker field for adding multiple users.  This field is called "deciders".  This is a group of people who will be performing an action "signing off on something" when a user story is transitioned from one status to another.  I want to be able to create my own custom email that contains some text and a link to the user story, giving instructions on what they need to do.  I then want this email to be sent to those who are in the multi users custom field.

Any help is appreciated.

You could review JEMH plugin to achieve most of the custom needs you will ever encounter. But I also need to add https://marketplace.atlassian.com/plugins/com.riadalabs.jira.plugins.notificationassistant/server/overview (No bias  ) as a way to solve your needs.

If you contemplate more custom needs in your instance or already av ScriptRunner should be an alternativ.
