We need to restrict users updating time tracking without changing the issue status. When the issue in To Do state time tracking must be disabled. If it is in any other state user must be able to log their worked hours using time tracking. How do we achieve this?

You can achieve this with workflow properties added to the To Do status. In the linked article, look for the jira.permission.work.denied property.

Thank you for your quick reply. We have already tried this. We set "To Do" status property to jira.permission.work.denied . But the problem is when the task is moved to next state the time logging is disabled for all other states. Please guide us.
