I am using JIRA Server 7.2
For testing of the software, I created a Test Project and a Test User. And I assigned Test Issues in the Test Project to the Test User.
When I was done with the testing, I deleted the Test Project and the Test User. I deleted the Test User from the user management and the deleted Test User no longer appears in the user management.
But now in my regular projects, the Test User still appears in the list of All users when it comes to Assigning, Watching, etc.
How do I fully delete a User?

Yes you need to delete the User from the User Management. Provided that user is not involved in any project as Assignee or Reporter.
Like I said in the question, both the Test User and the Test Project (that had Test Issues assigned to the Test User) have been deleted.
