How to get list of users (active + non-active) licensed and non-licensed users in jira?

Check your JIRA Global Permission settings for the JIRA Users permission and above (JIRA Administrators and JIRA System Administrators). Usually (and by default), the group added to the JIRA Users is the 'jira-users' group.
