I've been given authorization to move Jira tickets and tried to move a ticket from open to monitoring active and cannot move it. Do you have instructions on how to move a Jira ticket from open to monitoring?

Typically one changes the status of an issue by clicking on the Status pull-down and selecting a value:
Another method is to drag a card (representing a ticket) from on column to another on a board.
Which method are you trying to use? What do you observe happening?
If these methods are not working for you then you will need to work with the administrator of that project and possibly the administrators of your Jira instance to find out why.
We are a community of users of our own Jira instances. We are not the administrators for the Jira instance you are using and we don't have any access to it, so we cannot directly investigate your issue.
We could ask questions and then hypothesize on what the problem might be, but ultimately the admins for your instance will have to address the problem.
