How to move existing users in clearquest to jira

can someone please help in understanding the process of migrating the existing active users along with permissions  in clear quest to JIRA.

There's not a lot we can tell you here other than "plan".

There are two layers to look at:

First - the users and groups.  There's no information in your question about what you have providing your user lists or what you want to end up with.  So we can't tell you anything.  Most directory systems will have at least the concepts of users and groups, and that's what you'll want to take across, probably as a flat copy.  But internal directories, LDAP, some other directory system?  You have not told us.

Second - the permissions.  This is the harder one.  There's no easy direct relationship between Clearquest and JIRA permissions to start with, but more importantly, we don't know what you have in Clearquest, or what you are going to set up in JIRA or what you want from it.  You're going to need to analyse your desired setup and build out what you want from it.

We are using the LDAP directory system, so please help in the process to be followed for migrating/moving active users and groups  from CQ to Jira. And please let us know if there is any option by using Rest API's we can read list of active users in Clearquest and write/create users in Jira.
