How to select quick action on task page in new design?

Steps:

open task page with new design

press "."

type action name

Actual:

In new design I got such actions list http://prntscr.com/ml1rw3

Expected:

action is found http://prntscr.com/ml1qjq

On the new issue view, when we press "gg" or ".", it will show only show system settings. This issue was reported as a bug, which can be found here:
