How to show a banner/notification programatically?

Are you allowed to edit the announcement banner in ondemand? If so you could use a method similar to here: https://answers.atlassian.com/questions/35476/force-accept-company-policies

In that example I only show the banner if a cookie is not present or expired, but you could use any other condition, providing you can work it out through javascript and the rest APIs.
