You can, yes, but you'll need to do some quite careful design for it, and then almost certainly a big pile of automation and scripting to get it to do the CRM functions you need.
I would very strongly recommend looking for apps to add to Jira to help you do CRM with it, or better, use a system designed for CRM, and then tightly integrate it with Jira.

I'm not an expert in CRM, but I've used a few tools. Hubspot is a good one in my opinion, but there are plenty of others.
One reason I strongly recommend not doing this in plain Jira is that I know of a site that tried to replicate part of Salesforce in Jira. It was an unmitigated disaster, but it did actually work better for most of the users than Salesforce did! It's a very specific scenario, but it left me a bit wary of Salesforce, as so many clunky things were asked for by the ex-Salesforce users.
Most of my experience with Jira and CRM has been with apps that add CRM functions to Jira so that it can be (easily) used as a CRM, rather than having to build your own like our Salesforce client did. And I've got a bit more with using Jira apps that create strong integrations with external CRMs.
https://marketplace.atlassian.com/search?query=crm is where I would start. Atlas CRM and Kanoah CRM both do a really good job of it, and I've seen people very happy with Teamlead too. For an external one, the first three mentions of Hubspot (and Jira) in that search are well worth a try if you go for Hubspot

Okay thank you, I think I know now what I should do. I have been trying to figure out using just Jira. That is what I'm trying to do, make Jira itself function as a CRM.
