I don't have access to user management even though I'm JIRA administrator
Please see screenshots below. I am already a jira administrator but still do not have access to the "user management" function within jira. We tried a lot of things to get me the user management function with no avail. Went over the docs and it was not very helpful. Would love some pointers here. Thanks!

Kindly check that the jira-adiministrator group has the Administer Jira global permission:

Also, when I click on the link "Configure permissions in user management" is shows the following access denied page:
