I don't see available users in Project Setting > People

I'm trying to add users to a project, gone into Project settings > People, but when I click on 'Add people', the 'Type a name, group or email address' doesn't present any options even though I have numerous users with access to Jira and they can be set as assignee's to issues.

Hi Stuart,

Just for us to better understand and help you with this issue, can you please let us know if this issue happens only when you try to add people in the project?
If you go to a ticket, for example, can you find users to add as reporter/assignee?
Are you the only user facing this issue?

Please, go to Jira Settings > System > Global permissions and check if you have permission to "Browse users and groups".

I could assign users as assignees but not in People or when setting up Portfolio.

However your advice to Global permissions has helped even though I had looked there before.

As I'm an administrator I'd assumed I would have full permissions by default, but it appears that the Administrator group wasn't specifically included in 'Browse users and groups', or any of the other permission groups. And I couldn't actually add the Administrator group to the other permissions as I couldn't get the list of groups to appear under 'Add Permissions', in the end I was able to set the permission for 'Browse users and groups' to 'Anyone', then add the permission for Administrators.
