Importing users to Internal User Directory from Active Directory

I have a requirement to copy or import all of our users from AD to the Internal directory of JIRA not including groups so that we can refrence these users in a user picker list, however we want to continue authintication through LDAP we are currently.  Now some of these users have been using Jira for years while others have never logged in but they may later in life. 

We do not use Crowd and are current User Directories are of type "Microsoft Active Directory"

For a first time user; The user is authinticated through LDAP, a profile is created, the user is added to the jira_users group.  We do not allow unauthinticated users.

Is this even possible?
