Incoming Emails from Gmail are not being blocked but ones from Outlook are

I have tried disabling the DMARC validation setting as several articles described but I am still having the same issue of incoming emails from outlook.com being blocked while gmail.com come through. 

The mail filter logs the block occurred because of: 

DMARC-validation email filter

but this was disabled about 30 minutes ago. I'm also curious about better fixes for this.

 

Background

We currently use Azure with Office 365 with Exchange Online. I have been unable to connect our custom mailbox directly because we do not allow legacy authentication, so instead, we' get emails to an inbox on Exhange Online where a forwarding rule pushes the message to the email@*.atlassian.net mailbox that was configured with the project.

 

Possible Fixes?

Adding a custom mailbox doesn't seem to work but could be a preferred fix if other suggestions don't work. I was hoping that I could connect using a Service Principal in Azure and OAuth but that doesn't seem to be the case.
