I'm rather facing one weird issue regarding the date and time of issue creation.
I have a rule set which gets triggered based on the issue created date and time.
What has started to happen is whenever I am creating an issue then instead of showing the time (you can see this below the ticket you created) as 'Created 1 Minute ago', it says created 14 hours ago. Because of which I think my Automation is failing to execute,

Searching using the details you provided I didn’t find any tickets or bugs related to the wrong “Issue created” time.
Just for us to better understand and help you with this issue, can you let us know if this is happening with everyone that created a new ticket?
Is this happening on all projects or just a specific one?
You mentioned about an Automation, have you disabled the automation in order to test? What was the result?
Can you please check if on the ticket history it shows the correct time?
If it shows different times, please, send us a screenshot showing both fields as the example below:
If this issue is happening only when you create a new ticket, can you test using another computer? Also, confirm if the timezone on your profile and machine are correct. I’m not sure if this could cause such a difference in time for the issue created, but it’s good to check everything that is related to date/time.

There was an issue with the timezone of my computer. And when I corrected it, it started working fine.
