Interesting issue with linksHierarchyFilter

I had a user bring this to my attention earlier today.   In using the

issue in linksHierarchyFilter(<filter number>, 3)

the query returns no results.

But when we add the third argument such as 

issue in linksHierarchyFilter(<filter number, 3, outward) 

we get data.

That seems somewhat counter-intuitive (at least to me).  Has anyone else encountered this?   If so, are there any suggested "tips and tricks" other than "include the 3rd argument?

This sounds like it should work without the 3rd argument, because 3rd argument is for exclusion.

 

I cannot claim that I'd have experience with these functions, but logically according to this, it sounds like a bug.
