Is it possible to bulk edit more than 1000 issues at a time?

Yes, see https://answers.atlassian.com/questions/8712 but keep in mind that bulk operations are slow and it's not recommended to increase this value. We tried increasing bulk on JIRA 5.0.4 and reverted this changes due very slow processing

Thanks Dmitry I am using On Demand, I cannot see that it can be changed in the same way?

than you can't do this, this option is only for standalone JIRA

Is there any update on this ? 

Can we bulk edit more than 1000 issues at a time on a cloud instance ( On Demand ) ?

I'm sure these settings works fine for Cloud - either app or jira admin config
