Is it possible to change the date and time picker to 24 h format?

I know similar questions has been raised before but I cannot find any solution to this.

I set the Time Format to HH:mm which I believe is for 24-hour format. The strange thing is that the date and time picker doesn't seem to reflect this change and is still on 12-hour format. This is what shows up:

I believe that you have to make this change in JIRA's General Administration and change the date format there.

That is what I have done. Look and feel --> Time format

Did you change both the Javascript and Java format?

I have changed all the date and time formats. Where are the Javascript and Java format settings? I cannot find them in the General Administration (Cloud)?
