I have a tabbed details view screen in my JIRA. Can i force a user field to be displayed on one of those tabs instead of the people section?
No, it is hard coded in JIRA to be shown in the "People" section if that is an account field.
NOTE: You can always hack the code and update it but you will have to maintain it going forward which is sometimes nasty.
