Can you please let me know if it is possible to map the issue key filed in dropdown "Import Issues from CSV" as user ( not as a admin). ?
at Bulk Create - "Import issues from CSV" available under Issues top menu

I want update filed values as user in the jira project, with this option: Bulk Create - "Import issues from CSV" available under Issues top menu , its not possible.

No. The non-admin CSV import option is only for creating new issues and not for updating existing issues, which requires mapping the issue key. The admin CSV import can update existing issues because it is allowed to map the issue key. I suggest working with an admin, updating those issues via the API, or leveraging a plugin from the Marketplace. Cheers!

We have many users who would like to update the existing issues using csv import.
So, if this not possible to update by users itself ? then I assume, can this be considered as new feature to Atlassian (Jira) Development team to implement this feature to users as well ?
Rather using any other plugins in market place or always approaching Jira-admins to when ever they have a need to update issues in bulk.

There does appear to be a number of similar suggestions with Atlassian, but I tend to reserve my hope until they are transitioned into _Future Consideration_ or _In Progress_. Cheers!
