The end goal is that in a particular project, users and administrators can see all issues except those that related to them. This can be a custom field for example, or in some other way.
I mean personal user cards that these users should not see themselves, but they should not be limited to see the cards of other employees, even if they are administrators.

If you want to limit visibility/access to issues within a project you'll have to look in to issue level security
