Is pasting screenshots available in non hosted JIRA

At one point my teams were able to capture screen shots and paste those screen shots directly into JIRA issues. I have had reports that this feature is no longer available. Did you guys remove this from the non hosted version? Is there a way for me to enable this again?

Hi Gwen,

The option to paste screenshots was not removed, but somehow redesigned in JIRA 7. The menu option to attach a screenshot was removed, but if you paste your screenshot directly onto the issue screen (or while you are entering a comment for example) a dialog will appear allowing you to add the screenshot to the issue.
