Is there a way of sending an additional notification when an issue is changed to a higher priority.

You can configure filters to identify such tickets and then subscribe to those filters at regular intervals.
priority changed to blocker after -1h
For example, the above query will ge tyou all issues where priority changed to blocker in the last one hour. And then subscribe to the filter every hour. You can also add a "From" clause if you want to only capture selected changes.
