Assuming IP Allowisting is used to restrict access to a corporate network is there a way to define an admin only IP range that restricts admin access to a specific range?

Not that I know of - it's product-specific rather than area/URL-specific.

General restriction of the tools to a corporate network with admin access restricted to users from within a subset of the general range. (subject to all other permissions of course)
