Is there any logic behind issue links?

Is there any logic behind issue links of the standard issue link types?

For example:
Issue A "is blocked by" issue B, C and D. Can issue A be closed before issue B, C and D have been closed? Or is issue A automatically closed as soon as the others all are closed?

If there is any logic: Where can I see it in Jira or read about it?

And can I put any logic to issue link types I'm creating myself? How?

The logic is simply "these two issues have a relationship we need to record"

Issue links do nothing more than that.  A lot of us do add code that does things like "if blocked by something, do not allow progress until the linked issue(s) linked with 'blocker' type links are fixed", but issue links do not have any built-in functions like that

Beyond the ability to simply query the links, no. You might look at the Marketplace for addon apps. You might be able to leverage a scripting addon, e.g. Scriptrunner, Power Scripts or automation addon, e.g. Automation for Jira.
