Isolate application licenses by specific groups

Whenever I hire an application for my Jira Cloud account, all active users also have the application activated and this ends up leading to the application license being charged for each person and I would like to know if it is possible to isolate who has access to certain applications.

Hello @Georgia Alves , when the application gets installed, all of the users within that site will be able to access it. Only certain users like site admins are able to install and delete the apps. So there is no limitation on who can access it, anyone can.
