I have a project A
Team T has access to project A
What I want to be able to do is let User Fred who is not in Team T, have view access (browse) to some but not all of the issues.
I have played with Issue security but can't get this to work
How can i do this?

When you say issue level security is not working, how is it not working? What problem are you having?
I can't get user Fred who is not in Team T to see the issue i want him to see.
I have an issue security scheme.
I associated it to the project.
I created an issue security level called Fred Group that had a group called Fred. This had Fred and I in it.
I then set a issue to the security level Fred Group.
But Fred can not see this issue.
If i understand this correctly, I don't want to set Fred to have Browse Project permission because then Fred can see all issues? I just want Fred to see the issues I specify.

You will still have give him Browse Project permission.
However, you control which ones he sees with the Issue Security Scheme. The Issue Security field will have to be applied to all issues so he doesn't see the ones he shouldn't see.
But you will need to add everyone else on the project to the Security Level so they can see all of the issues.
Maybe you can post a screenshot of your Security Level after you add those?

Subsequently, all users who will be in the "Secure Watchers" field will see the specific issue. Fred must have Browse Project permission.
