Issue count in epic but not in version

When looking at the Agile board, I see a version panel and and epic panel. I have 23 'feature' issues added to Jira all assign to the version and epic. In the epic panel I see an issue count "23". In the version panel, I see "0". Clicking the "show issues without version" filter reveils "0" issues. Turning off the "issues without version" filter shows all 23 issues.

Why does the issue count in the Version panel differe from the issue count in the Epic panel? Does this have to do with the fact that all issues are labeled as "feature" issues and not 'task' issues?

The Epic panel shows the "Assigned to Epic" issue count.

The Version panel shows the "Fix in Version" issue count, not the "Effect Versions" count
