If the user has access only to JIRA Core, the Development section wouldn't be visible. And the business users need to be on JIRA Core only unless they are using the Kanban boards or something.

I heard Kanban boards are coming in JIRA Core and so it is only a matter of time if that's what is keeping them on JIRA Software.
