JIRA CLI shows utf-8 error

I am using the JIRA Command Line Interface (CLI) add-on.

When I use this script 

echo y|jira --action addComponent --project "HACCA" --name "引擎层"

It shows error

"Remote error: Invalid UTF-8 middle byte 0xfd

at [Source: org.apache.catalina.connector.CoyoteInputStream@6e3ff12a; line: 1,
column: 107]"

I tried to encode the bat file to UTF-8, it still shows error.

How should I do?

Is your command line environment set to UTF-8? With that the action above works when connected to a JIRA instance set to UTF-8 as well.
