I've reviewed all of the settings in the "Configuring Mail" section and did send a test email to my account and I was able to receive the test email that I sent. Our instance used to work effectively every day with thousands of users receiving emails, all issue triggers, etc.
Unfortunately, I was clueless at this situation when the test email was working and "Notification Helper" is not showing an error.

What is the issue ?
Sometimes users are adding rules on their mailbox that delete jira notification or others tag those as spam that lead the mail server to add them as Spam for other users as well if it' s the issue you have.
