Looking for a way to save our Jira environment - so wondering if there is a backup or download process.
Company is going through a small hibernation; trying to cut down all costs for next 6-months.
Want to understand if there is a way to download or backup our Jira environment so we can temporarily close our account. But have a way to reload our environment / saved information back into Jira when we get restarted.

Actually, as @Vish Reddy {Revyz} pointed out, you really just need to downgrade to a Free instance. Then you can leave everything in tack and it will be ready for you when you return. Or you can even keep using it! At least for a handful of users (10 or less).
Two things I would suggest you do:
1. Create a backup of your site, here are steps you can follow to do so -https://support.atlassian.com/organization-administration/docs/download-your-backup/
2. Downgrade your site to the free tier - reduce the number of users to be less than 10. make sure you have secured the site appropriately

Yes, there is the ability to create a backup of your Jira site, you can also do the same if you have a DC install.

However, since the objective is to cut costs, I would remove change the groups that have product access and place empty ones, the following link will give you the required information to do so https://support.atlassian.com/user-management/docs/how-does-product-access-work/
Only users with product access will count against the licence count, meaning if no users have any access, then costs will be almost nothing. Check your estimate on the billing page after you change the product access groups.
