Does anyone know if Comprehensive Data Protection | Atlassian page applies to the Jira (Cloud) Free tier?

Hey @jeremy.griffith 

Yes, they are the platform standards that cloud allows. However, some parts of it are not configurable unless you subscribe to Atlassian Guard.
