We have employees in California, Arizona, Texas and Florida all seeing very slow load times for our Jira and service desk cloud sites this morning. Is there something going on with the Jira app that is causing the slowness?

I didn't find any other reports of slow page loads from the time you created this question. There are no incidents posted to https://status.atlassian.com/ either during that time.
Are you still seeing slow load times in your Jira Cloud site? If so, it might be isolated to your specific Cloud site, in which case I would recommend creating a support ticket to https://support.atlassian.com/contact using a billing or technical contact account for that site. Either should let you create that support case there. If you find you cannot, please let me know the URL for your Cloud site and I will try to create this support request on your behalf.
