Jira-administrator doesn't have User Management option

This question is in reference to Atlassian Documentation: View, create, or delete a group

I'm a member of the jira-adminstrator group, which supposedly has all access. But I don't have the "User Management" option under the gear icon as is indicated in the referenced article. Any ideas? Thanks!

Add the user also to the group named: site-admins
