Jira filter!

If a filter is created in Jira and access is set to public, can users who don't have a jira license be able to access it?

Usually the Browse Users permission which is required to see a Jira project. You can add Public to projects that are open.

Remember: Anonymous users will have access equivalent to Jira Work Management users.

In other words, they can view issues and work in any type of project, but they won't see product-specific features, like agile boards, which are Jira Software-specific features.
