Jira multi-level custom field

Description

We would like to support the following custom field inputs.

  1. Each issue can have n configurations (dropdown of predefined strings).
  2. Each configuration can have n tests (dropdown of predefined strings)

Example

Issue IS-1234 has 3 configurations. Each configuration has some affected tests.

  1. Configuration: "intel-i5", tests: [ "trace", "debug" ]
  2. Configuration: "intel-i7", tests: [ "trace", "profiler", "coverage" ]
  3. Configuration: "ryzen-7", tests: [ "coverage" ]

Can this be implemented in Jira without any plugins? If not, are there any plugins which support this functionality?
