Should be able to attach files while testing. Like results and screenshots. However, How would attaching files avoid opening issue again? If an issue happens again, would generally open up another ticket for another release that introduce the issue.
Because as what have I know now, if we want to use a "test", we have to build a "release", then create cycles in the "test" page, and link the "test" to an "issue".
However, is it possible to directly add the attachments to the "release", so we can avoid linking the "cycle" to a test "issue". (As I am trying not to create a new test issue for testing)

Not that I'm aware of. Attachments are design to attach to the test cases as it use to tie to the test case as part of being able to run the test. Same as how attachments are attach to bugs to share with team members on how the bug is reproduce. What is add.
Think of it this way. Release is a container of features, test cases, and bugs. Attachments live below the issue types because it helps support the issue types. For example, screen shot on how the feature suppose to look like. Or a screen shot of the error that was encounter while filing a bug.
If you simply want a container for attachment for a release, would suggest creating a release issue type and add all your attachments there.

Are you using a third party testing tool like Xray or Zephyr? These might have special areas in their workflow to upload artifacts based on testing conditions.
But, to answer your question, you should be able to attach a file to any issue in Jira, regardless of its status. I'm assuming "Released" is a status?

I am thinking if I can try not to open an issue but attach files directly to the "release" for "testing". Is it actually possible to do so?
