Licencing with plugins on Data center

We use data center with 2k licences. We intend do create multiple deployments on K8 to various deptartements/customers who require an instance. Firstly can you associate x number of licences to a K8 stack. But more importantly if a cluster/customer wants a plugin, do we need to buy 2k licences for that plugin, or can we associate plugin licesences to specific k8 jira/confluence/crow offering. We have bought a job lot of licences and are rolling a SaaS offering to customers within our organisation, but struggling to understand licence dynamics in a data center arrangement?
