Hi everyone!
I am wondering if there is any way to limit of issues assigned from one group to another to, let's say, 15 issues per day?
To be honest I googled a lot but I found no way to configure it.
I thought about kind of counter incrementing value by 1 but that could be applied to one issue only, not to several ones.

While there are no built-in features to limit WIP count for assignment, and there are marketplace apps or automation workarounds for this need, I respectfully suggest considering if this is a process challenge to investigate...
Work in progress (WIP) limits are usually defined based on a capacity constraint (or a need for a workflow buffer). For example, how much stuff a team can do at once without pausing, task switching, etc. When the team decides to exceed their limits, it may be a symptom of a root cause. Please consider discussing with the team, perhaps using a technique like 5-whys, to uncover the cause and how to improve.
When a team only uses automated tooling to block WIP increase, that may lead to unintended consequences, such as hiding / not tracking work in progress to avoid hitting the automated limits.

This task has been raised by user who barely knows Jira functionality and our team is trying hard to find at least any workaround.

I believe there is no direct way to achieve this in jira, but I would suggest you to explore the third party apps and if it suits your use case: https://marketplace.atlassian.com/search?query=Capacity%20Planning,%20Time%20Tracking&product=jira

Yep I know about this plugin but I thought that it's feasible to fix it without any 3rd party solution.

I guess I saw this article, unfortunately they use JQL with statuses and this is not an option for us, because we use group names. New statuses' addition is not an option for us either.
