Last week we received the official quote for our licenses for Jira Enterprise and all the apps we use on our three Jira instances. We asked for the cost to move from the 1000 user tier to the 1200 user tier for Enterprise, but all apps remained at the same tier. In our quote the Enterprise cost increase was 153%, and the increase to individual apps -- despite remaining at the same tier -- was between 50% and 300%!
We were told in October 2024 prices would increase 5 - 10% and had prepared for such an increase, but a jump like this is highway robbery. Can someone please explain how Atlassian can justify these outrageous increases?
W are currently waiting to find out what the increase for the main Enterprice license would be if we remained in the 1000 user tier. I expect it will be around 100%.

This is just a community of users here, like yourself. I really doubt you will get any of the answers you are looking for as to why in this space.
It sounds like you have already opened support tickets with the Atlassian Billing group. That's the only way you will really get solid answers. However, we appreciate the need to vent in this space as many of us have felt the need to do that in the past.
There is probably a mismatch going on within Atlassian and they might have based the quote on all instances and all increases of tiers of the products and apps included.
You raise an issue I see on this, also let the Atlassian partner managing the licenses contact Atlassian.
They should help you out in this.

This will help you understand better were the increase comes from. Some might be because you're requesting an upgrade, and also see the october 24 increase at the same time.
For the apps, here every single Marketplace vendor decides what they want to do in regard to their products. So it might be going up in price if they decide to, nothing Atlassian can do about it.
Lastly, you could also try to get in touch with an Atlassian Partner to get more help with licenses. I do this often with my customer as part of Modus Create, so feel free to reach out. You can also have a look at the Partner Directory : https://partnerdirectory.atlassian.com/

To clarify, unfortunately you cannot have the apps at a different tier to the number of users. If you have 1200 users, you have to pay for the 1200 user tier app prices. This is a cause for frustration for many users as some apps are used by much smaller groups of users than the whole instance but this is how this works.

Thanks for the response, but this was not the case last year. To further clarify, in our existing configuration we have a 1000 user tier license for Enterprise, with three Jira instances running beneath it.
Each instance uses an (almost) unique set of apps, and we are only paying for those apps at the tier of the instance. So if app X is on instance 2, we are only paying for 200 users.
Our combined number of unique users across the instances is approaching the 1000 user limit, thus the need to bump Enterprise to 1200 but leave the instances at the same level.
When we switched from Premium to Enterprise we were assured that this was how it works, we pay for apps at the tier level of the instance they are installed on. This is in fact how we are paying right now. Is this a change to how Enterprise pricing works? If so I have never seen notification of the change.

Hi @Michael Thompson , thanks for the clarification. I misunderstood and thought you referred to one instance with 1200 users. As you have explained, with different instances, you can have different quotes for the apps you have or don't have in the different sites.
As @John Funk says, there isn't much we can do here to help you with this as billing is completely out of our control.

You understand correctly. You will continue to pay for the apps based on the User Tier for the instance where the app is used. There is no change.
It was unclear from your original post that when you said you were increasing your User Tier you were referring to the Enterprise User Tier vs. the user tier for individual products.
Do you get your licensing through a license vendor or directly from Atlassian? Perhaps there was some confusion in the quote about the user tiers for the third party apps?

We do get our licensing through a license vendor, but when I received the quote I went into Marketplace and confirmed that for each app at the appropriate instance tier level, prices have skyrocketed. Just for an example, a 1000 user annual license for Scriptrunner was $2,438 last year. This year, that same license now costs $8,125, which is a 233% price increase!

Prices for the apps are set by the vendor of the app, I believe, not by Atlassian.

That's true, Trudy, but I don't understand how every vendor we use would decide to increase their prices by so much in the same year. I have a bad feeling that the price for a 1000 user Enterprise license is still going to increase by about 100% over last year, but I cannot be sure until we get the updated quote.
