No result with empty jql ("?jql=")

Hi,

Since we upgraded our platform from 7.13.3 to 7.13.8, I noticed that clicking on "Search for issues" in top menu (which sends a request to https://jira/issues/?jql=) returns no result.

Predefined filters (all issues, open issues, ...) are ok.

Is it a new feature in 7.13.8 (or previous) version ?

I just found the option "Disable empty JQL queries" introduced in 7.9.

The documentation says that default value is OFF. It was OFF before upgrade.

Can the upgrade have updated this parameter ?
