How can i see "Non-working dates" reflected in my capacity tracker / tempo ?

Can you elaborate your question a bit more, what is your goal.
If this is to already show days all people can't write time, you can setup a holiday scheme in Tempo, to specify predicted non-working days.

There are 2 concerns my team is facing, hence i would like to look for solutions.
1. We not able to define the capacity tracker (with our planned leaves / public holidays) before we start a sprint, hence the team members cannot estimate accurately with the "original estimates" for the tasks when we want to start a new sprint.
2. When we navigate in tempo>reports>logged time, not able to see which dates are holidays / off days that had been set in capacity tracker.

As you mention, you are not an admin in tempo, you will need to contact an admin in your instance to set this up or provide you with the needed permissions

Non-working days in tempo are managed through the Holiday schemes you can set in Tempo Settings. See this support article for more details.

Seems you have done the right thing then to involve your admin. The holiday schemes are the way to go if you want to set none-working days.
For individual people's absences, we use specific issues where people plan and log their time against. That can be an alternative for the holiday schemes, but it doesn't scale that well.
