My Team leads are not able to create the new sprints. We created a new permission scheme where the team leads have full rights as administrator in the project.
Now suddenly from last week, none of my team leads were able to create the sprints. They are getting the error to have permission on all the projects other than their project as well.
Related to Pilar's answer, it's likely the filter for the board, which determines the projects that will be shown and therefore the permissions required, have changed. It would seem an additional project is now in scope of the board and therefore Administer Projects permission is required for that project too.
This complexity is something we're working to improve as we implement a separate Manage Sprint permission as detailed by https://jira.atlassian.com/browse/GHS-5035

First of all check the users who are not able to create sprints, if they have project admin permissions on the JIRA projects underlying your board.
Then check if your users are getting any errors while creating sprint. Does JIRA ask him to be project admin for X/Y/Z projects?
Finally, check if ranking is enabled in your board.
Also try rolling back the permission scheme you create recently, it is also possible that the bug got introduced with the newpermission scheme.
