To create a project, you can eather use a shared configuration (from another existing project) or, you can create it from scratch and fully customize it.
Then, I would advise you to start in the order from the top, by configuring your issue types first, then to link them with the issue type scheme. After that, you can create your screens, screens schemes, and fill them with fields :) Basically, you can follow the order, but you will choose the most confort option for you. You can also start with the workflows and workflow schemes.
A good thing to do is to choose a naming convention in all your projects to remain coherent.
You can visualize your global settings from the Summary page (directly on the project settings).

Creating a new project will create the schemes automatically for you. You can create a project from scratch and it will create new unique schemes for that project. Or you can create a project based on an existing project and the new project will inherit the schemes of the existing project.
