I've turned on outbound email and debug, but cannot see the logs anywhere. I've found the inbound email logs.
We have a problem where one person receives email on one event, but not another event. The notification tool says he should receive email for both events. Another user receives both emails.
The logs might be helpful, but they do not exist.

@Stephen McCants - hi Stephen! In Jira admin, check the "logging and profiling" section and confirm that the Outgoing email log is on.
If not, turn that feature on. Then search your atlassian-jira-outgoing-mail.log - it will be generated as soon as an error occurs.
