Hi, I would like to know if it is possible to set permission to Issue Type Field Configuration, and also to Issue Layout in Jira in order not to be editable by specific User Groups.
I would like to set who can edit issue layouts in Jira Projects in a company managed Project.

As Trudy commented, there is no setting within Jira to allow a user to modify the artifacts you mentioned. Most components in Jira, like Issue Type Scheme and Screen Layouts you want a Jira admin change. Most configuration objects can be shared with other projects, I have seen many cases a user changes something that will affect other projects and not know. Best practice is to let an admin make those changes.

To edit the issue layout one must be either a Jira Administrator or a Project Administrator for the specific project. If you want to limit who can modify the layout, limit to whom you grant the Administrator role in the project and the Administer Jira global permission.
To edit any of the shared Configurations and Configuration Schemes one must be a Jira Administrator. So, to limit access to that, again you limit to whom you grant the Administer Jira global permission.
