I'm still confused and cannot adjust permission what I want.
The situation is that I have many projects let's say project A, B, C ,D and I have 10 users in Jira ( they used the same domain, company email, to register jira). They can access all projects that I don't want. I just want some can access each project. for example I want people no. 1,2,3,4 can access only project A and B, people no.5,6,7 can access only project C. and the rest can access only project E. How Should I do? and I don't want new member when I invite can access whatever they want but I just want them to ask permission to be in any project. or just let admin add themself.

Permission in each Jira project is defined according to the Permission Scheme associated with the project.
You can define a project permission scheme associated with project roles in projects for easy management in the future.

Building on from this, I would highly recommend that you create a standard scheme that you will use for any new projects that would be role based rather than allowing access to all licensed users.
This ensures that only users who have a certain role within the applied project can access it.

Adding to this one of the questions that first needs to be answer is what is the project type of these projects? Get that information from the Type column on the View All Projects page under the Projects menu.
The discussion above about Permission Schemes applies only to Company Managed projects.
If you have any Team Managed projects, those don't use Permission Schemes. Instead basic access to those projects is managed through a project-level Access setting, and Permissions are then refined through assignment to Roles in the project. Refer to:
