Permissions for "Configure Custom Fields" (Modify configuration scheme context)

I am trying to determine what permissions are required for a user to

Modify configuration scheme context.

 

The problem is - we found changes were made, and someone updated a custom field from 'Global'  to 'Selected Projects'  resulting in the custom field being removed from all other projects.

- Audit log doesn't capture this change

-  Other Admins indicated no change was made by them

- It was noted elsewhere that Project Admins can make these changes, but I'm not finding any validity to that statement

 

Does anyone have any feedback on this?

Project Admins can not do it. Only Jira admins
