Permissions for setting FixVersion field?

The help topic does not give steps for the FixVersion. See this page:  https://confluence.atlassian.com/jirakb/how-to-enable-and-edit-component-s-affects-version-s-and-fix-version-s-field-711361820.html

Need more information about allowing a user to add a FixVersion to the field on the JIRA ticket without having to set up Versions ahead of time.

You must be Project Admin with Administrator Permissions to add versions to a project.
