Project Permissions not working

I have a project where:

• named individuals have an administrators project role
• named individuals are users
• A group has a custom user role which permits read only access to the project which everyone in the organisation is part of

Some project admins are reporting they are unable to manage sprints but their project role role has that permission granted to them based on the permissions model so it's unclear why they're unable to access it.

Jira Administrators are unaffected and can do everything. 

Any suggestions as to why those who are Project Administrators aren't given access to project admin capability?

Does the board contain issues of multiple projects? If so, users must have manage sprint permission on all projects returned by the board filter.

In this project, no. Only issues from this project appear on the board. 

There are others where this might be viable though so good shout. Will take a look.
